I checked out the table you posted and it is correct - I thought I had included it.
 
The table is a number set made up from full wheels or all the possible 6 number combinations for the range of numbers given. It is not a cover and though a cover may have some mathematical beauty and be a challenge to produce the best one, the fact is they do no better than random selections. As you point out the number set only covers some 25% of the numbers but some including myself would say this just adds weight to the irrelevance of playing covers in Lotto as this number set does better and doesn't include 3 of the possible integers to play. It is then a juxtaposing of two concepts - all combinations from a composite range of numbers and the minimum set of numbers to guarantee a one pittance win per draw albeit at a high cost. ie don't play 5 lines and you will be ahead!
 

The cover of 163 lines has been tested by me and though it will guarantee a 3 win every draw paying maybe $2 there is no incentive to play 163 lines costing an extra $53 compared to say 56 lines. Over a reasonable number of plays your average 3 win will be 1 in 56 plays as per the odds and confirmed in tests by me -

49c6/6c3 * 43c3 = 13,983,816/20 * 12,341
                = 13,983,816/246,820
                = 56.65
